Born and raised in Jacksonville, Florida, Duggan has a strong connection to his home state. He served in the U.S. Marine Corps Reserve from 1993 to 1995, demonstrating his commitment to service early on in his life.

Duggan’s educational background includes a Bachelor’s degree from The University of the South, which he earned in 1991, and a Juris Doctor degree from the College of William & Mary, which he earned in 1994.
