Victor Howard Metcalf (born October 10, 1853) was a Republican member of the United States House of Representatives from California. Representing California’s 3rd Congressional District, he served three terms in Congress from December 4, 1899, to March 3, 1905. During this period, he was a historical member of Congress identified with the Republican Party.
Metcalf’s tenure in the House spanned the turn of the twentieth century, a time of significant political and economic change in the United States. Serving continuously from 1899 to 1905, he held office as a representative for California, contributing to the legislative work of the era. After March 3, 1905, he left Congress and is recorded as a former officeholder.
