During a career that spanned five decades, he represented his hometown of Akron, Ohio, across multiple levels of government. He was a member of the Ohio House of Representatives from 1977 to 1983, the Mayor of Akron from 1984 to 1986, a member of the United States House of Representatives from 1987 to 2003, and a member of the Ohio Senate from 2007 to 2016.
