Steven Winter was elected in November 2024 to represent the 94th Assembly District of New Haven and Hamden.
After growing up in Rhode Island and graduating from Yale University, Steve settled down in New Haven’s Newhallville neighborhood. Before becoming a state representative, Steve served as a member of the New Haven Board of Alders from 2018 through 2022. As an Alder, Steve worked with colleagues to strengthen housing code regulations, implement safe streets improvements, increase resources for education and youth programming, and take action on climate change, including setting goals to electrify City vehicles and buildings.
Steve brings to the legislature experience as an entrepreneur, having founded and grown an employee-owned software company to improve access to public information about the electricity grid. He also brings the perspective of an activist, having advocated for police accountability, zoning reforms, and improved elections. Steve currently serves as the City of New Haven’s Executive Director of Climate and Sustainability, where his team is focused on initiatives that both address climate change and directly improve residents’ lives.
For the 2025 legislative session, Steve was appointed to serve on the Energy & Technology Committee, the Finance, Revenue & Bonding Committee, and the Planning & Development Committee.
Steve lives on Dixwell Avenue in New Haven with his wife Emily, their dogs Toly and Filbert, their cat Binky, and their garden.
