Stephen Lybrook Neal (born November 7, 1934) is a former Democratic member of the United States House of Representatives from North Carolina. He represented North Carolina’s 5th congressional district and served ten consecutive terms in Congress. Neal first took office on January 14, 1975, and remained in the House until January 3, 1995, marking a twenty-year tenure in federal elected office.

During his time in Congress, Neal served as a Representative for the 5th district of North Carolina, consistently aligned with the Democratic Party. His two decades in office placed him among the longer-serving members of the House from his state during that period. Neal left Congress as a former member in 1995, concluding a legislative career that spanned from the mid-1970s through the early 1990s.
