Stephen Horn (born May 31, 1931) is a former American politician who represented California in the United States House of Representatives. A member of the Republican Party, he served as the U.S. Representative for California’s 38th congressional district from January 5, 1993, to January 3, 2003. Over the course of his decade in Congress, Horn completed five terms in office.
