Sam Kong is a Democratic member of the Hawaii House of Representatives, representing District 33. The Oahu district takes in parts of Hālawa, ʻAiea and Waimalu. Kong, whose full name is Sam Satoru Kong, was first elected in 2014 to the seat left open when Representative Mark Takai ran for Congress, defeating Republican Robert Helsham with roughly two-thirds of the vote. Kong has been re-elected in each two-year cycle since.1
Kong was born in 1959 in the Kaimukī area of Honolulu and graduated from Kalani High School. Kong spent ten years in the U.S. Air Force as an electronics technician and later worked as a computer technician. In 1992 Kong took over Aiea Florist, which Kong owned until 2016, and also ran a cab company. Before 2014, Kong had made two unsuccessful runs for office as a Republican, then returned to the Democratic Party for the 2014 race.
In the House, Kong has served as vice chair of the Committee on Culture and Arts during the 2025 and 2026 sessions and is a member of the Committee on Consumer Protection and Commerce. Earlier in Kong’s tenure, assignments included the committees on Economic Development, Judiciary and Hawaiian Affairs, and Tourism.
