Biography

Peter Sailly (April 20, 1754 – March 16, 1826) was a politician, businessman, and public official from Plattsburgh, New York, who served one term as a member of the United States House of Representatives. As a member of the Republican Party representing New York, he contributed to the legislative process during his term in office, participating in the democratic process and representing the interests of his constituents during a significant period in early American history.

Sailly was born on April 20, 1754, in Lorraine, in the region of Alsace-Lorraine, then part of the Kingdom of France. He was educated in France and trained in commercial pursuits, gaining experience that would later shape his career in the United States. In 1783, shortly after the conclusion of the American Revolutionary War, he emigrated to the United States and settled in Plattsburgh, in what would become Clinton County, New York. There he engaged in mercantile activities, land speculation, and the development of local industry, including lumbering and iron manufacturing, helping to establish the economic foundations of the young community on the western shore of Lake Champlain.

As Plattsburgh grew, Sailly became a leading figure in local civic and economic affairs. He acquired extensive tracts of land and was involved in promoting settlement and commerce in the region. His business interests and reputation for reliability led to a series of public appointments. He served in various local offices, including as a judge of the Clinton County Court of Common Pleas, where he helped administer justice in the developing frontier community. His standing in the area and his alignment with the principles of the Democratic-Republican (often referred to simply as Republican) Party brought him into state and national politics.

Sailly was elected as a Republican to the United States House of Representatives, representing New York in the Eleventh Congress, which met from March 4, 1809, to March 3, 1811. During this single term in Congress, he served at a time marked by rising tensions between the United States and Great Britain, commercial restrictions, and debates that foreshadowed the War of 1812. As a member of the Republican Party representing New York, Peter Sailly contributed to the legislative process during his term in office, participating in deliberations over trade, national defense, and the interests of his largely rural and frontier constituents in northern New York. Although not among the most prominent national figures, his service reflected the growing political importance of the northern border regions.

After leaving Congress, Sailly returned to Plattsburgh and continued to hold important federal and local positions. He was appointed collector of customs for the District of Champlain, a post of considerable responsibility given the region’s proximity to British Canada and the importance of cross-border trade. During the War of 1812, his knowledge of the area and his federal role placed him at the center of efforts to regulate commerce and support military operations along the northern frontier. He remained active in public life and business, contributing to the postwar recovery and continued development of Plattsburgh and its surroundings.

Peter Sailly died in Plattsburgh, New York, on March 16, 1826. He was buried there, leaving a legacy as one of the early civic and political leaders of northern New York. Through his activities as a merchant, landowner, local official, and member of Congress, he played a notable role in the establishment and governance of Plattsburgh and in the representation of New York’s frontier interests in the early national period.
