Paul Atalig Manglona is an independent member of the Northern Mariana Islands Senate representing the First Senatorial District of Rota. He was first elected to the Senate in 1987 as a Republican and served several tenures, including multiple periods as Senate President, before losing his seat in the 2024 general election. He was sworn in again on July 31, 2025, filling the vacancy created when Senate President Dennis C. Mendiola became lieutenant governor. A civil engineering graduate of Santa Clara University, he worked for CMS Construction and Rota’s Public Works before entering politics and was a delegate to the Second Constitutional Convention in 1985.
