Education: Blouin’s educational journey began at Salt Lake Community College where he received his associate’s degree. He then moved on to the University of Utah to complete his bachelor’s degree. His thirst for knowledge didn’t stop there, as he further pursued a Master of Public Administration from the prestigious Brown University.

His dedication and hard work paid off when he won the Democratic primary against Gene Davis with a significant majority. In the general election, he emerged victorious against Republican Roger L. Stout with a whopping 72% of the vote.
