Biography

Marissa Flores is an independent member of the Northern Mariana Islands House of Representatives, representing District 3 (Saipan and the Northern Islands). Flores, whose full name is Marissa Renee Flores, won a House seat in the November 2022 general election as one of several independent candidates in the district and took office in January 2023 with the opening of the 23rd Commonwealth Legislature. Flores was re-elected in 2024 and is a candidate for a third term in the 2026 election.1

During the 23rd Legislature, Flores chaired the House Committee on Judiciary and Governmental Operations. When the 24th Commonwealth Legislature organized in January 2025, the House majority chose Flores as floor leader, succeeding Edwin Propst in that post. Flores also chairs the House Rules Ad Hoc Committee.

Much of Flores’s public work has centered on federal relations and self-government. Flores has called for the Northern Mariana Islands to have a United States attorney of its own instead of sharing the office with Guam, citing concerns about white-collar crime, and has pressed U.S. Department of the Interior officials to acknowledge the commonwealth’s goals for self-governance under its Covenant with the United States. In late 2025 Flores traveled to Washington, D.C., with House legal counsel to attend a National Conference of State Legislatures forum and met there with the territory’s delegate to Congress.
