Kelly Fowler is a lifelong Virginia Beach resident and has proudly represented the 21st District in the Virginia House of Delegates since 2018. As your representative for Virginia Beach in Richmond, she has been guided by her firm belief that the role of a public servant is to improve the lives of her constituents.1
Delegate Fowler has been a steadfast advocate for working families, first responders, and members of the military. She currently serves on the House Finance Committee and the House Privileges and Elections Committee, where she fights to strengthen the economy for everyday Virginians and protect voting rights.
Kelly and her husband Dave grew up in military families in Virginia Beach and are proud to be raising their three children here.
