Joel Camacho is an independent member of the Northern Mariana Islands House of Representatives, representing District 4 (Saipan). Camacho, whose full name is Joel Castro Camacho, was first elected in the 2018 general election and took office on January 14, 2019. Camacho has since been re-elected in 2020, 2022 and 2024 and is serving a fourth term. Camacho entered the House as a Republican but left the party ahead of the 2022 election, saying an independent candidacy better served the voters of the district, and has served as an independent since then.1
Camacho holds a bachelor of arts degree from Boise State University in Idaho.
During the 23rd Commonwealth Legislature, from January 2023 to January 2025, Camacho served as vice speaker of the House. In the 24th Legislature, which convened in January 2025, Camacho chairs the House Committee on Judiciary and Governmental Operations, which handles legislation on the courts, criminal and civil law, and the structure and operations of the Commonwealth government.
In November 2025, Camacho announced a candidacy for mayor of Saipan in the November 2026 general election, a race in which the incumbent mayor, Ramon B. Camacho, is seeking a second term.
