Biography

Hugh Nelson (September 30, 1768 – March 18, 1836) was an American politician, attorney, and diplomat who served as a U.S. Representative from Virginia from 1811 to 1823. A Democratic-Republican, he represented Virginia’s 22nd congressional district and later served as United States Minister to Spain.

Early Life and Education

Nelson was born on September 30, 1768, in Yorktown, Virginia. He was the son of General Thomas Nelson Jr., who served as Governor of Virginia and was a signer of the Declaration of Independence, and Lucy Grymes. Nelson graduated from the College of William & Mary in 1780, receiving a classical education that prepared him for a career in law and public service.

Early Political Career

Nelson entered Virginia politics at a young age. He served in the Virginia Senate from 1786 to 1791 and later in the Virginia House of Delegates from 1805 to 1809, where he served as Speaker from 1807 to 1809. He was a presidential elector in 1808, voting for the Democratic-Republican ticket.

Congressional Career

Nelson was elected as a Democratic-Republican to the 12th through 17th Congresses, serving from March 4, 1811, to January 14, 1823, when he resigned. During his twelve years in Congress, he served as Chairman of the Committee on the Judiciary in the 14th, 15th, and 17th Congresses, playing a significant role in shaping federal judicial policy during a formative period in American legal history.

Diplomatic Career

After resigning from Congress, Nelson was appointed United States Minister to Spain by President James Monroe, serving from 1823 to 1824. In this role, he represented American interests during a period of significant diplomatic activity involving Spain’s declining colonial empire in the Americas.
