Horace Franklin Bartine (born March 21, 1848) was a Republican member of the United States House of Representatives from Nevada. He represented Nevada’s At-Large district and served as a historical member of Congress during the late nineteenth century. His tenure in federal office marked an important period in Nevada’s early representation at the national level.

Bartine served as a Representative from December 2, 1889, to March 3, 1893, completing two terms in the U.S. House of Representatives.
