Biography

Hillman Terome Frazier, born on July 17, 1950, is an American politician who is a Democratic member of the Mississippi Senate. He has been representing the 27th District since 1993. A Protestant by faith, he is married to the former Jean Clayton.

Frazier was born and raised in Hinds County, Mississippi. He completed his education at Jackson State University and George Washington University National Law Center. He has also successfully completed the Program for Emerging Political Leaders at the Darden Graduate School of Business Administration at the University of Virginia in 1999.

Before his tenure in the Senate, Frazier served in the Mississippi House of Representatives from 1980 to 1993. His professional experience includes working as a consultant.

In 1998, Eisenhower Fellowships selected Hillman Terome Frazier as a U.S.A. Eisenhower Fellow. In 1995, he alerted the Mississippi legislature to the fact that the state had never ratified the Thirteenth Amendment to the United States Constitution outlawing slavery, after which the legislature voted to ratify the amendment.

As a member of the Mississippi State Senate, Frazier has served on several committees. He has been the Chair of the Housing Committee and the Vice-Chair of the Ethics Committee. He has also served on the Appropriations, Congressional Redistricting, Interstate and Federal Cooperation, Investigate State Offices, Judiciary, Division A, Legislative Budget Committee, Legislative Reapportionment, Municipalities, Public Health and Welfare, and Universities and Colleges committees.

Frazier’s current term in the Mississippi State Senate ends on January 4, 2028. He won his re-election to the Mississippi State Senate to represent District 27 in the general election on November 7, 2023.
