Hadwen Carlton Fuller (August 28, 1895 – January 29, 1990) was a United States Representative from New York who served three terms in Congress from 1943 to 1949. A member of the Republican Party, he represented his constituents during a significant period in American history that spanned the final years of World War II and the early postwar era, contributing to the legislative process in the U.S. House of Representatives.

Fuller was born on August 28, 1895, in West Monroe, Oswego County, New York. He attended the public schools of the area and continued his studies at Central Square High School. Growing up in rural upstate New York, he was educated in the local school system that served the small communities of Oswego County, an experience that helped shape his familiarity with the concerns of farmers, small business owners, and working families he would later represent in public office.

After completing his schooling, Fuller entered the banking profession at a young age. He worked as a bank clerk and advanced to become assistant cashier of the First National Bank of Central Square, a position he held from 1912 to 1918. His early career in banking gave him practical experience in finance and local commerce. During the First World War, he served in the United States Army, joining the ranks of Americans mobilized for the conflict. Following his military service, in 1919 he organized the State Bank of Parish in Parish, New York, and served as a director, further solidifying his role in the financial and civic life of his community.

Fuller expanded his business interests beyond banking in the interwar years. In 1926 he organized the Parish Oil Co. Inc., an enterprise that reflected the growing importance of petroleum products in rural transportation and industry. He became president of the company in 1937 and continued in that role, overseeing its operations and growth. His prominence in local business and Republican politics led to his selection as chairman of the Oswego County Republican Committee in 1942, positioning him as a key party leader in the region on the eve of his entry into elective office.

Fuller began his formal political career in the New York State Assembly, where he served as a member representing Oswego County in 1943. That same year he moved to the national stage. He was elected as a Republican to the Seventy-eighth United States Congress to fill the vacancy caused by the death of Representative Francis D. Culkin. Taking his seat on November 2, 1943, he entered Congress during World War II, participating in the democratic process and representing the interests of his New York constituents at a time of global conflict and domestic mobilization.

Hadwen Carlton Fuller was re-elected to the Seventy-ninth and Eightieth Congresses, serving continuously in the U.S. House of Representatives from November 2, 1943, to January 3, 1949. Over the course of his three terms, he contributed to the legislative process during the transition from wartime to peacetime, as the nation addressed issues of veterans’ readjustment, economic reconversion, and the emerging Cold War. In addition to his congressional duties, he was a delegate to the 1948 Republican National Convention, participating in the selection and support of the party’s national ticket and platform.

After leaving Congress at the conclusion of his term in January 1949, Fuller resumed his former business pursuits. He returned to his roles in banking and in the management of Parish Oil Co. Inc., remaining active in the economic life of his community. He continued to live in Oswego County, maintaining the local ties that had characterized both his business and political careers.

Hadwen Carlton Fuller died on January 29, 1990, in Parish, New York. His long life spanned nearly a century of American history, from the late nineteenth century through two world wars and the Cold War era, and included service as a soldier, businessman, state legislator, party leader, and three-term United States Representative from New York.
