Biography

Denis Márquez is a Puerto Rican Independence Party (Partido Independentista Puertorriqueño) member of the Puerto Rico House of Representatives, serving at large. Márquez was first elected in 2016 and took office on January 2, 2017, then won re-election to at-large seats in 2020 and 2024. Márquez serves as the party’s spokesperson in the House.1

Born on October 5, 1963, in Gurabo, Márquez grew up in the town’s Celada neighborhood, the youngest of four children. Márquez entered the University of Puerto Rico at Río Piedras in 1981, completed a bachelor’s degree in social sciences with a concentration in labor relations, and went on to graduate study in public administration. Márquez then earned a law degree magna cum laude from the Inter American University of Puerto Rico School of Law in 1992. A teaching career included posts at the Polytechnic University of Puerto Rico from 1987 to 1992 and courses in business law, civil law and social sciences at several Puerto Rican universities between 1999 and 2011. Márquez advised the party’s legislative delegation from 1993 to 1996 and later practiced labor law, representing unions and taking part in the long-running class action on services for students with special needs. Márquez also sat on the board of Legal Services of Puerto Rico in 2008 and 2009 and published a book of essays in 2013.

Within the Puerto Rican Independence Party, Márquez came up through its youth wing and has been a municipal legislator in Gurabo, president of the party’s Gurabo committee, an electoral commissioner, secretary of political education and, more recently, secretary of political organization. In the House, Márquez has emphasized oversight of the executive branch and debate over Puerto Rico’s political status, and in 2026 co-sponsored legislation to restrict the delegation of executive powers to the governor’s chief of staff.
