Representative Celeste C. Cairns is a member of the North Carolina House of Representatives, representing District 13. She assumed office on January 1, 2023. Her current term ends on January 1, 2025. Cairns (Republican Party) is running for re-election to the North Carolina House of Representatives to represent District 13. She is on the ballot in the general election on November 5, 2024.

Celeste Cairns was born in Valdosta, Georgia, and lives in Emerald Isle, North Carolina. Cairns earned a bachelor’s degree in business administration from the University of Georgia. Her career experience includes working as a CPA with Deloitte and in the audit and consulting departments of Willis Corroon Corporation and HCA Healthcare Corporation.

As a legislator, Cairns has been involved in various committees during the 2023-2024 session. These include the Appropriations Committee, Appropriations on Agriculture and Natural and Economic Resources Committee, Banking Committee, Energy and Public Utilities Committee, Marine Resources and Aqua Culture Committee (where she served as Vice Chair), and Military and Veterans Affairs Committee.

Cairns is a proven conservative running for the NC House to fight for what matters to Eastern North Carolina, and what makes America the greatest country on earth. District 13, which Cairns represents, includes all of Carteret County, as well as parts of Craven County. As of the 2020 Census, North Carolina state representatives represented an average of 87,116 residents. After the 2010 Census, each member represented 79,715 residents.
