Born and raised in Syracuse, Nebraska, Senator Hallstrom has deep roots in his community. He graduated from Syracuse-Dunbar-Avoca High School and went on to earn his bachelor’s degree from the University of Nebraska-Lincoln in 1978. He later pursued a law degree, graduating from the University of Nebraska College of Law in 1981. His professional career has been marked by his role as general counsel for the Nebraska Bankers Association, where he gained extensive experience in financial and legal matters.

Throughout his career, Senator Hallstrom has been actively involved in his community. He is a member of Luther Memorial Church and has previously participated in organizations such as the Syracuse Area Jaycees.
